Does David Cameron believe the only qualification for government is the ability to Create "sound bites"?

I am certainly no fan of labour or the liberals but cannot help but find Cameron Smug, opportunistic and lacking
He criticises and complains but I want an opposition to come up with solutions.
He has said he disagrees with Browns latest financial package (as do I) but he fails to say what he would do differently, He is not in control of his party - Whilst he and George Osbourne have said that they disagree with a Financial Stimulus - both Ken Clarke (former chancellor) and John Redwood (Tory economic policy maker) have said that they do agree with one but not the same as Labours. Who do we believe and if he cannot control his party in opposition what will be different if he ever becomes PM
I am somewhat confused - and despite being an undecided I am reluctant at this stage to trust Cameroon to be any different from the Major government of 1992 - 1997 which is the worst government that I can personally remember. (before anyone mentions the previous labour government I was 6 in 1979 so cannot remember it)
The tories took a look at how labour got in to power and realised that Labour had to show they had broken away from the old days of union members sleeping under the car assembly lines. Labour also had to show that they were not the old fuddy duddies f yesteryear and so they put forward Tony Blair to appeal to the middle england voters.
So the Tories decided to wheel out cameron, he is there to grab the voters attention. Once that job is done, the Tories will then wheel out all of the old slime balls of yesteryear like Clark nad hezzeltine, Cameron will still be used as the mouth piece but the decisions will be made by the Tory Old Guard.
They are there, lurking in the shadows, keeping a low profile and ready to strike as soon as the electorate is daft enough to loosen their leash.
The one consistent thing about the tories is that they dont give a toss for anyone else except themselves and business.
We may live under a government who make endless mistakes at the moment, Do you really want to live under a tory government who will rip your yes out and make no mistakes about it?
